The Northern California Glass Management Association (NCGMA) represents union glass installation contractors. Our primary purpose is to represent and promote the best interests of our members in all areas of labor relations.
We also keep members informed about current business trends, provide a place for members to go for legislation and regulatory issues, and provide educational training programs for owners and their office personnel.

The Northern California Glass Management Association has been very active in the fourth quarter of this year. NCGMA has finalized a new unified Combination Glazier Addendum and a new unified Production Worker Addendum. If you want to use the provisions in either of these you must sign up for it with DC 16. Many of our contractors attended the 2nd Annual District Council 16 STAR Program awards event on September 10th at the Alameda County Fairgrounds. 638 people attended the event.
On September 15th we held our NCGMA Annual Membership meeting. The membership elected directors and at a later meeting the directors elected officers for the term November 1, 2011 through October 31, 2012. We have two new Alternate Board members, Brian Moore from Golden Gate Glass Co., and Chuck Burkard from Progress Glass.
On September 22nd and September 29th NCGMA sponsored two Sexual Harassment Training seminars for supervisors given by Frank Mellon.
October 5th NCGMA/NCPFC co-sponsored an OSHA Compliance Update seminar given by Max Muller. Mr. Muller, with 38 years of experience as an attorney, businessman and consultant shared a wealth of information with our contractors.
On October 6th the Northern California Glaziers Journeyman and Apprentice Training Committee met in the new Training Center in San Leandro. Joe Upchurch was elected the new chairman of the JATC Committee. Rick Medinas of AGA resigned his position on the committee and will be replaced at the next meeting in January. Nick Lauria of Progress Glass has agreed to fill the vacancy and will be seated at the January meeting. There was a lot of discussion on the importance of apprentices keeping their “Bluebooks” up to date so they do not receive a 48 hour notice which would keep them from working.
Joe Brescia, Chris Bagatelos, John Kusper and I went to the Southern California Glass Management Association Glazing Contractor Summit on October 13th. Skip Weltz who was already in Los Angeles joined us there. There was a presentation on union construction, the future and what others are doing to survive nationally. Mark Breslin facilitated a discussion on increasing and improving our competitive position which was attended by both union and management. There were some good ideas on marketing which we are following up on.
October 25th found many of our contractors attending an informational meeting on the 21st Century Health Plan. This is a program sponsored by the DC 16 Northern California Health & Welfare Trust Fund. It is being branded as DC 16 Smart Choices Healthy Rewards and is meant to help members make better choices when it comes to their health. The changes made to the plan are intended to help us to control costs which have been going up 10% a year.
On October 27th the DC 16 Journeyman and Apprentice Training Trust Fund met at the new Training Center in San Leandro and discussed concerns about the State of California looking at taking Montoya apprentice funding away. This would cause a shortfall of $160,000 to our joint apprenticeship program. It was suggested that all associations write a letter to the California Community Colleges Chancellor’s office describing the adverse effects this would have on our programs. Both NCGMA and NCPFC have done this. It was agreed that the Training Center will have an open house early next year and I would suggest everyone make an effort to attend and see the new greatly improved facility.
Tony Darkangelo, CEO of the Finishing Contractors Association (FCA) announced that he has hired a Director of Operations to aid with daily operations of the FCA. Mr. Jon Lee has a B.B.A. in management from the University of Iowa, has served as a congressional intern and as a senior associate auditor for an accounting firm. He joined the team on October 26th, 2011.

We would like to hear from you:
The Association has in the past provided to its membership a variety of seminars such as sexual harassment, OSHA compliance, sales & marketing and workers compensation. In order to assist the membership in staying up to date and informed the Association will continue to provide such educational seminars. However, the Association would also appreciate suggestions on subjects of mutual benefit from any contractor. Don’t hesitate to contact us.
